Short answer: not reliably. The Matrix is a situational drop tied to an event. Your best bet is to queue during peak Close Scrutiny times, squad up with players who can hold aggro, and hit multiple spawn points in a session. Community tools like Discord squads and Reddit groups can multiply your attempts per hour.
