Ask The Order, Jones, or The Visitor about working with The Foundation. One Locate The Order, Jones, or The Visitor on the island. All three characters have specific NPC locations. Vengeance Jones can be found at Sandy Strip, The Visitor at Dark Dominion, and The Order at New Sanctuary. Once you’ve found one of them, chat with them and select the quest dialogue to complete this mission.
