Go to the GPS marker (X: -3,576, Y: 151, Z: 523) and find the Atlantean Storm area. Look around this vicinity, and you will find Captain Neptune within seconds. Interact with him, and he will ask you to complete the 100% bestiary on the Atlantean Storm. Yes, his quest revolves around catching the newly added eight fishes and finishing the bestiary.
