  • Meet Jirachi during the event. From June 23 to July 8 the Wish Upon a Jirachi event runs at any rebuilt Pokémon Center. You must speak to Jirachi while the event is live to start the chain.
  • Gather the habitat pieces. The Surrounded by Stars habitat uses event rewards, so progress through Wish Upon a Jirachi enough to get the necessary items.
  • Finish the habitat and supply power. The Jirachi Lamp must be powered for the area to register as livable. If it doesn’t register, the lamp is usually the missing piece.
  • Wait for the event to end, then show Jirachi the habitat. While the event is active Jirachi sells rewards. Once the clock flips past July 8, find Jirachi at any rebuilt Pokémon Center, ask them to follow you, and lead them to your completed habitat. If everything is correct, they’ll accept and become a permanent villager.

Small tips from my runs: Jirachi can appear at any rebuilt Pokémon Center, so sweep each one you have. They sometimes hover or circle, so check above counters and around the entrance.
